Consulting on access to EU AI infrastructure helps Estonian and European organisations connect with the European AI ecosystem. AIRE opens the services offered by EuroHPC AI Factories, Testing and Experimentation Facilities, AI on Demand, and the EU and national AI regulatory sandboxes. In individual consultations, AIRE experts assess the client’s technological readiness, map it against the available EU infrastructure, and identify the best fit for the client’s stage of development.
AIRE’s purpose is to give local and European innovators a practical path from a working idea to validated deployment with leading European infrastructure providers. SMEs and startups for research, development and innovation are subject to free compute (HPC) via AI Factories (subject to feasibility evaluation and the de minimis ceiling). For sector validation, AIRE routes clients to the closest TEF nodes in Finland, Denmark and Sweden, where SME’s can access commercialisation services. On regulatory readiness, AIRE walks clients through the AI Act timeline as amended by the Digital Omnibus of July 2026, prepares participation in the Estonian national sandbox that has soft launched in 2026, and connects clients to the new EU level sandbox introduced under the same act. Through the AI-on-Demand industry portal, clients reach sovereign services on European compute together with AI Act self assessment and compliance tooling.
The service offering in EU works in all directions. AIRE feeds Estonian industrial AI demand into the European ecosystem and the other way around – European SMEs and Mid-Caps can join AIRE’s services on 100% state aid (de minimis rule) basis.
Following the Apply AI Strategy of October 2025 and the Tech Sovereignty Package of June 2026, AIRE places its clients inside the European direction of travel toward sovereign cloud, open source, and EU controlled compute. The European Commission cited AIRE in the AI Continent Action Plan progress report as an example of this pipeline model.
